Overview
The University Secretariat and Records Office sustains the good governance of the University and is the custodian of the Council records and provides impartial guidance to the Chair of Council, the Chair of Council Committees, Council adhoc Committees and the Vice-Chancellor. It also facilitates the responsibility of connectivity between the Council and Management and Executive Management and senior managers on Council resolutions and outcomes.

The SINU Council is the top governance body of the University. The Council is supported by Standing Committees.

Edward Biku is a qualified lawyer with over five years of executive-level experience at Solomon Islands National University (SINU). He currently serves as Secretary to the SINU Council, following his role as Executive Officer – Legal and Contracts, where he provided legal counsel, managed contracts, and ensured regulatory compliance.
He holds a Bachelor of Laws (LL.B.) and a Professional Diploma in Legal Practice (PDLP) from the University of the South Pacific. Edward also attended a University Governance Training Seminar at Zhejiang Normal University, China, gaining in-depth expertise in institutional governance.
His extensive legal and governance experience has been instrumental in strengthening SINU’s policies and strategic decision-making. With a strong commitment to legal integrity and higher education governance, Edward continues to play a key role in ensuring SINU operates within the highest legal and ethical standards.
Maureen has a Bachelor of Commerce (Management Public Admin & Tourism Management)
from the University of the South Pacific (USP-Laucala Campus)
